This review is based on GPS updated to run with GIMP 2.8. They'll certainly make you a better equipped artist. While it's true that they won't make you a better artist. Essentially, GPS is a collection of brushes, palettes, and media presets that give artists easy and quick access to tools that are helpful for airbrushing, blurring, erasing, inking, painting, and special effects. It just needs a little push through add-ons like GPS.
